# Refuses legitimate requests because of guardrails (`trust.refusals`)

Feedback Bench, personal agents, built 2026-10-19, window 2026-08-31 to 2026-10-18. Web page: https://feedbackbench.com/#/criterion/trust.refusals

Area: [Trusting it with data and safety](https://feedbackbench.com/criteria/trust.md)

**Definition.** Whether safety rules make the agent refuse or water down reasonable tasks, or whether it finds acceptable workarounds.

**Boundary.** Not this: see [Stops short, or hands the task back](https://feedbackbench.com/criteria/act.stops_short.md) when it gives up for capability reasons; see [Asks before acting: too little or too much](https://feedbackbench.com/criteria/control.approval.md) when it stops to ask permission.

Rated user-weeks, all agents: 328. Complaint share: 83%.

## The brief

Written by large language models from this page's numbers and the posts it quotes, then checked: every number in the text is in the build. Interpretation, not measurement.

OpenClaw and Hermes Agent are the least likely to refuse fair requests. Hermes Agent users say that when it runs on their own machine, it refuses nothing. Users rarely rate this: it is 52nd of 53 criteria by how often it comes up. When they do rate it, they mostly complain: 82.6% of rated user-weeks are complaints. ChatGPT Dots ranks low. Its users raise this 2.29 times as often as other users, and none of them praise it. Muse users account for 36% of the category's complaints here.

### What separates the best from the rest

Hermes Agent users describe an agent that does not refuse once it runs on their own hardware. ChatGPT Dots users describe an agent that refuses ordinary work with their own data. Users say it will not enter tax IDs, passwords, gift cards or card details, and will not quote a transcript the user supplied. ChatGPT Dots draws the most complaints about refusing sensitive actions the user has authorised, with 10 of 27 user-weeks. The leaders draw complaints too: Hermes Agent has 28 complaints against 10 praise.

  - Hermes Agent, 2026-09-19, X search: Hermes Agent, hermes-agent, Hermes Desktop (X): “don't expect cloud performance, right? this is local on limited hardware. but it works, and refuses nothing. once the model is loaded after a cold start, it goes much faster, and because i work with hermes desktop, it also gets a lot of other stuff with a prompt. but it can handle tools and everything. it has vision. also handy.” [source](https://twitter.com/1043825339095494656/status/2101353802553241804)
  - Hermes Agent, 2026-10-09, X search: Hermes Agent, hermes-agent, Hermes Desktop (X): “@friendsof1847 you gotta have a computer with a lot of ram. download an ai model to your computer. serve it, and you can connect it to hermes agent. then you can do whatever you want locally on your own machine. no claude refusals [link]” [source](https://twitter.com/1405843121406160896/status/2108702708244853144)

  - ChatGPT Dots, 2026-10-10, X search: ChatGPT dots, ChatGPT dot, OpenAI dots, OpenAI's dot (X): “i'm trying to get my @openai dot to help me with my accounting, but it refuses to enter or submit tax-ids, which is obviously something i need to do all the time. it needs to be done by hand, which defeats the whole point of using an ai assistant. ## How it breaks

Rule: A separate pass sorts complaints into failure modes. For each criterion with at least 30 complaining user-weeks, a large language model reads 150 complaint posts drawn at random and names 4 to 8 failure modes; a second large language model then puts every complaint post on that criterion in one mode, or in Other when it fits none. Modes are fixed once named, and new posts are sorted into them each week. A mode counts distinct user-weeks with a complaint in it, per agent; across agents, one user-week per agent. Modes do not change the labels or the Feedback Score. Examples: up to 3 posts per mode from different users, chosen and checked as receipts are.

The largest failure mode is moralising and watered-down fiction or information, at 22% of complaining user-weeks. Most of it comes from Grok Bot and Muse users. Blocks on harmless image and video prompts belong almost entirely to Muse, at 88% of that mode. ChatGPT Dots leads on refusing authorised actions with sensitive data, at 37%. Hermes Agent leads one mode: its security layer treats the user's own instructions as an injection or a threat, at 32%.

271 complaining user-weeks.

| Failure mode | User-weeks | Posts | Agents (user-weeks) | Definition |
|---|---|---|---|---|
| Moralising and watered-down fiction or information | 60 | 60 | Grok Bot 27, Muse 23, Hermes Agent 8, ChatGPT Dots 1, OpenClaw 1 | The agent sanitises, lectures on or refuses legal adult fiction, morally complex stories, sensitive topics, or facts and analysis the user asked for, or adds framing nobody asked for; outright media-generation blocks and account bans are out. |
| Refusals with no reason or path forward | 37 | 37 | Muse 16, Grok Bot 10, ChatGPT Dots 5, OpenClaw 3, Gemini Spark 2, Hermes Agent 1 | The agent blocks a request with a generic message such as "sorry, I can't help with this", gives no reason, and offers no hint of where the line is or what rewording would work; this is about the missing explanation, and refusals that do explain themselves count under their topic's mode. |
| Benign image and video prompts blocked | 33 | 38 | Muse 29, Grok Bot 3, Gemini Spark 1 | The agent's image or video generator refuses or blocks harmless creative prompts such as cinematic fight scenes, beach photos, adding sunglasses to an avatar, cartoon parodies, coats of arms or mild horror; refusals of text-only writing and of real-world actions belong to other modes. |
| Inconsistent refusals across updates and surfaces | 33 | 34 | Grok Bot 11, Muse 7, OpenClaw 5, Gemini Spark 4, ChatGPT Dots 3, Hermes Agent 3 | Tasks that used to work start getting refused after an update, or the same request is allowed on one surface, model or phrasing (CLI vs bot, chat vs agent, with or without stated purpose) but refused on another; first-time refusals that have never varied are out. |
| Refusing user-authorised actions with sensitive data | 27 | 27 | ChatGPT Dots 10, Grok Bot 6, Muse 5, Gemini Spark 3, OpenClaw 2, Hermes Agent 1 | The agent won't act on the user's own credentials, personal data or money (passwords, API keys, the user's SSN, client personal data, card details, gift cards, crypto payments, job applications, phone calls) even when the user explicitly authorises it; pure information or content requests are out. |
| Own instructions treated as injection or threat | 19 | 20 | Hermes Agent 6, ChatGPT Dots 4, OpenClaw 4, Grok Bot 3, Muse 2 | The agent's security layer misreads the user's own prompts, config edits, system admin tasks, pasted rules or leaked internal context as prompt injection, jailbreaks or unauthorised access, and stalls or refuses legitimate work on the user's own system; refusals based on the content's topic are out. |
| Lockout after a single flagged request | 11 | 11 | Muse 5, Grok Bot 3, ChatGPT Dots 2, OpenClaw 1 | After one flagged topic, tone or prompt, the agent stops responding, refuses everything that follows, or the account gets restricted or banned, with no way to appeal or recover; one-off refusals that don't carry over are out. |
| Copyright refusals on legitimate content handling | 9 | 9 | Grok Bot 4, Muse 2, OpenClaw 2, ChatGPT Dots 1 | The agent refuses to quote, transcribe, translate, download or reuse material for personal, research or authorised use (transcripts, web quotes, subtitles, e-books, the user's own posts) on copyright grounds; blocks on generating likenesses of copyrighted characters belong to the image and video mode. |
| Other | 44 | 45 | Grok Bot 12, Muse 10, Hermes Agent 9, ChatGPT Dots 7, OpenClaw 5, Hark 1 | Complaints that fit none of the modes above. |

## Top requests

What users ask to add or change, most asked first. 100 user-weeks ask for something. Requests do not change the Feedback Score. Rule: A separate pass by a large language model reads every counted post and extracts what the user asks the agent or its vendor to add or change, with the criteria it maps to and a short normalised wording; it does not touch the labels or the Feedback Score. A large language model groups the wordings within each criterion (the first criterion the request maps to) into themes, and a second pass merges themes that ask for the same change under different criteria; a merged theme sits under the criterion most of its requests map to, and code counts it once. A theme counts distinct user-weeks that ask for it, per agent; across agents, one user-week per agent. Themes asked in fewer than 2 user-weeks, and requests that share no theme, are not shown. Examples: up to 3 posts per theme from different users, without slurs: whole posts of 60 to 450 characters with at least 8 words beyond handles and links, posts of at most 280 characters first, then the newest.

- Grok Bot, 2026-10-11, Claude's New Updates Are Insane… But Grok Bot Is EVEN Bigger (YouTube): “but the limits of grok bots are shit. in 3 hours u can run out of weekly usage. and grok got censored as heck now, so far that sometimes it doesnt even speak fluenbt english anymore. everything is about coding and work now. the personality is gone” [source](https://www.youtube.com/watch?v=UFa8pXW9A3k&lc=UgzpwyYTTolrQPeP2GJ4AaABAg)

### 2. Opt-in adult mode

- Muse, 2026-10-06, Play Store (Play Store): “at least let muse be a little naughty every now and then... we all need a little spiciness, even if it's late at night with ai. lol.” [source](https://play.google.com/store/apps/details?id=com.facebook.aura)

### 3. Fewer image generation restrictions

- Muse, 2026-10-15, App Store (App Store): “it doing amazing job, but i feel like the limit is the rooftop not the sky especially when it comes to generating images or videos quality too much standards.” [source](https://apps.apple.com/us/app/muse-from-meta/id6760173601)
- Muse, 2026-10-09, @muse (X): “@muse yall really need to fix your image generation restrictions. its absurdly over done. even gemini, copilot, chatgpt, all allow for much more reasonable things. yours is worse than a fucking prude amish preacher.... fix your shit. do it, and i'll sub monthly.” [source](https://twitter.com/1961224541075902465/status/2108624462291620312)

### 4. Fewer copyright refusals on own content

- Muse, 2026-10-05, @muse (X): “@muse doesn’t practice what they preach! can’t use muse to fill out their own developer documentation for [link] they block their own agents. cc: @alexandr_wang [link]” [source](https://twitter.com/142163393/status/2107185313781039188)

### 5. Stop refusing legitimate work and school tasks

- Muse, 2026-09-10, App Store (App Store): “i’m overall quite happy with muse, however if it’s an assistant it should do school work for me without refusing, i know my course work and sometimes they even encourage ai use. it’s strict on that’s as far as intelligence goes it can work on that compared to codex.” [source](https://apps.apple.com/us/app/muse-from-meta/id6760173601)
- Muse, 2026-10-11, App Store (App Store): “i like the much more generous quota in muse and have largely been able to recreate my grokbot workflow. however, muse sometimes refuses to take actions - compose and send an html formatted emai - because it erroneously misinterprets its policies. also, daily schedules don’t always work and my workflow crashes the bot - requiring mmual intervention.” [source](https://apps.apple.com/us/app/muse-from-meta/id6760173601)
- OpenClaw, 2026-09-27, @openclaw (X): “today my @openai astra @openclaw refused to execute a trade in an agentic robinhood account for me citing safety rules that prohibit it from active trading. the same model executed a trade the day before. there is nothing illegal or against rules of my own nor the exchange, so why did it refuse me? repeatedly. fucking annoying... i had to put the session on a glm model to execute trades. that is dumb.” [source](https://twitter.com/16402812/status/2104200346641830026)

### 6. Fix content moderation misclassification

- Muse, 2026-10-16, @muse (X): “@meta @muse who do i have to beg or **** off for meta to fix their broken content filters? this quite literally was an old man counting coins he'd saved in a coffee can in the 1930s. [link]” [source](https://twitter.com/1633458533587984387/status/2111056000589677022)

## Posts

Receipts rule: Up to 5 praise and 5 complaint posts per area and 3 per criterion. Each is a whole post of 60 to 450 characters (700 for areas) with at least 8 words beyond handles and links, that judges the criterion, whose labels are all praise or all complaint, and that contains no slur. Posts that touch the fewest criteria come first, then posts of at most 280 characters, then the newest. A second large language model reads the first 3 candidates per slot and keeps a post only if it clearly praises, or clearly complains about, the agent on that criterion. Links and personal details removed by the source show as marks such as [link].
