# Price, allowance or plan terms changed (`limits.allowance_change`)

Feedback Bench, coding agents, built 2026-10-19, window 2026-08-31 to 2026-10-18. Web page: https://feedbackbench.com/coding-agents/#/criterion/limits.allowance_change

Area: [Paying and limits](https://feedbackbench.com/coding-agents/criteria/paying.md)

**Definition.** The vendor changes a plan's price, quota, multipliers, included models or tiers over time: cuts, raises, removals, silent changes and changes that differ from what was announced.

**Boundary.** Not this: see [How much use a plan's price buys](https://feedbackbench.com/coding-agents/criteria/limits.plan_value.md) for the current level with no change named. Not this: see [Quota reset timing and bonus or banked resets](https://feedbackbench.com/coding-agents/criteria/limits.reset_schedule.md) for when resets happen.

Rated user-weeks, all agents: 3348. Complaint share: 95%.

## The brief

Written by large language models from this page's numbers and the posts it quotes, then checked: every number in the text is in the build. Interpretation, not measurement.

OpenCode handles plan changes best. Claude Code and Devin follow, and both also rank high. Their users describe changes that went their way: quotas raised, monthly credits added, prices cut. Plan changes are the 11th most rated of 63 criteria, and nearly all of it is complaint, at 95.3% of rated user-weeks. OpenAI Codex ranks last, and Cursor also ranks low. OpenAI Codex users rate plan changes 2.47 times as often as other users and write 55% of the category's complaints here.

### What separates the best from the rest

Most posts about the leaders are complaints too. Claude Code users alone write 21% of the category's complaints. What sets the leaders apart is their praise, which is about getting more: OpenCode raising the limits on a model, Claude Code adding monthly API credits to a paid plan, Devin cutting its price. Users of OpenAI Codex and Cursor describe the opposite. Allowances shrink with no notice, a tier drops from 20x to 10x, and a Cursor plan change moves usage to credits and weekly caps.

  - Devin, 2026-09-15, @cognition (X): “i'm promoting devin by @cognition at various sites. i've been helped a lot by devin review. i used it when it was $500, but now it's $80 and easier to use. i'm practically an ambassador now.” [source](https://twitter.com/1596137422055931906/status/2100009288198742222)

  - Cursor, 2026-10-18, @cursor_ai (X): “@cursor_ai welp cursor has trashed their own app merging with grok. you now are limited to weekly usage and no longer a free $20 with the plan to use other models cancel your sub [link]” [source](https://twitter.com/2104590984944271361/status/2111851562025009441)

## How it breaks

Rule: A separate pass sorts complaints into failure modes. For each criterion with at least 30 complaining user-weeks, a large language model reads 150 complaint posts drawn at random and names 4 to 8 failure modes; a second large language model then puts every complaint post on that criterion in one mode, or in Other when it fits none. Modes are fixed once named, and new posts are sorted into them each week. A mode counts distinct user-weeks with a complaint in it, per agent; across agents, one user-week per agent. Modes do not change the labels or the Feedback Score. Examples: up to 3 posts per mode from different users, chosen and checked as receipts are.

The largest mode is silent cuts: the same work uses up the allowance faster, and the vendor says nothing. It holds 37% of complaining user-weeks, and OpenAI Codex users write 58% of it. OpenAI Codex also leads the announced cuts, with 78% of complaints about tier downgrades and removed plans. Pulled-back launch and promo limits is the one mode where OpenCode users are among the top three agents.

3199 complaining user-weeks.

| Failure mode | User-weeks | Posts | Agents (user-weeks) | Definition |
|---|---|---|---|---|
| Silent quota reduction without announcement | 1176 | 1327 | OpenAI Codex 680, Claude Code 308, Cursor 85, Google Antigravity 54, OpenCode 29, GitHub Copilot 7, Devin 6, Kiro 4, Amp 1, Cline 1, Warp 1 | Users find that the same workload now uses up their plan's allowance much faster, or that documented credit pools have shrunk, and the vendor gave no notice; this covers unannounced cuts to the size of the allowance, not announced restructures, changes to how limit windows work, or slowdowns caused only by a model's own token use. |
| Announced tier downgrade or plan removal | 673 | 774 | OpenAI Codex 524, Claude Code 58, Cursor 54, OpenCode 18, Google Antigravity 6, GitHub Copilot 6, Warp 3, Amp 2, Augment Code 1, Kiro 1 | The vendor openly cuts what a paid tier includes (for example 20x becoming 10x), pauses or removes a tier, or brings in a pricier tier that is needed to keep the old allowance; this covers announced changes to tier structure and price, not silent cuts or changes to access to particular models. |
| Generous launch or promo limits withdrawn | 353 | 375 | OpenAI Codex 146, Claude Code 70, OpenCode 53, Cursor 33, Google Antigravity 26, Devin 16, GitHub Copilot 4, Cline 2, Augment Code 1, Warp 1, Zed 1 | Limits that were generous at a model's launch, during a promotion, or in a product's early days are cut back once users rely on them, which users see as bait-and-switch; this covers promos ending and post-launch tightening, not cuts with no promotional backstory. |
| Models removed or repriced within a plan | 342 | 364 | OpenAI Codex 117, Google Antigravity 55, Cursor 53, Claude Code 41, OpenCode 34, Kiro 19, GitHub Copilot 13, Devin 4, Amp 2, Zed 2, Factory 1, Pi 1 | Particular models are taken out of a plan, retired, moved to higher tiers, or given higher multipliers or per-request costs, so the plan buys less frontier-model work; this covers changes to which models a plan includes and what each costs, not cuts to the plan's overall quota. |
| Advertised improvement not delivered to subscribers | 285 | 309 | OpenAI Codex 151, Claude Code 80, Cursor 25, OpenCode 18, Google Antigravity 7, Kiro 2, GitHub Copilot 1, Devin 1 | A price cut, usage bonus or 'more usage' claim is announced, but subscribers get little or none of it or are left worse off, for example API-only discounts, bonuses limited to one window, or an allowance cut that cancels out cheaper models; this covers gaps between what was announced and what users actually get, not plain undisclosed cuts. |
| Mid-cycle changes and plan state errors | 279 | 317 | OpenAI Codex 179, Claude Code 42, Cursor 32, Google Antigravity 12, OpenCode 7, Devin 3, Amp 2, GitHub Copilot 1, Factory 1 | Allowances change partway through a paid billing period, or the user's account doesn't match what they paid for: upgrades that don't lift limits, downgrades before renewal, or reserve quota that disappears; this covers problems with when changes hit and what an account actually holds, not vendor-wide policy changes. |
| Limit window and reset rules changed | 239 | 245 | OpenAI Codex 147, Claude Code 62, Google Antigravity 10, Cursor 10, OpenCode 5, Devin 3, GitHub Copilot 2 | The vendor changes how limits are structured, such as weekly versus monthly caps, how the 5-hour window relates to the weekly cap, reset timing, or banked-reset value, so users can't plan their usage or effectively get less; this covers changes to the rules of limits, not changes to total quota size. |
| Organisation plans moved to metered billing | 52 | 54 | GitHub Copilot 14, Claude Code 13, OpenAI Codex 11, Cursor 8, Google Antigravity 4, OpenCode 2 | Enterprise or team plans with fixed per-seat costs or set budgets are switched to pay-per-use or tighter approval-based budgets, so organisations spend more and users face more friction; this covers changes to organisation billing, not individual consumer tiers. |
| Other | 113 | 117 | OpenAI Codex 41, Claude Code 28, Cursor 26, Google Antigravity 7, OpenCode 6, GitHub Copilot 2, Devin 2, Kiro 1 | Complaints that fit none of the modes above. |

#### Silent quota reduction without announcement

- Claude Code, 2026-10-18, r/ClaudeCode (Reddit): “just started the week on max x5, noticed ~5% hourly = ~1% weekly (so 1 full hourly limit ~= 20% weekly, while before i think it was closer to ~14-15%). so seems like a 25% cut in weekly allowance. not sure what's up.” [source](https://www.reddit.com/r/ClaudeCode/comments/1x9au2z/tokens_burning_fast/phjr75o/)

#### Models removed or repriced within a plan

- Cursor, 2026-10-18, @cursor_ai (X): “@cursor_ai im about to regret why i upgardes to the new subscription wich takes out cloud and others making them credit only cmon grok must be the best and above all and the rest should be only if you want to use them” [source](https://twitter.com/271911263/status/2111750443713941994)

#### Mid-cycle changes and plan state errors

- Google Antigravity, 2026-10-17, @antigravity (X): “@antigravity i would use it, but you took my credits away at the beginning of the month and then cheekily displayed a popup saying i can buy new credits.” [source](https://twitter.com/486435378/status/2111521782100345315)
- OpenAI Codex, 2026-10-15, r/codex (Reddit): “sounds like a bug lol. i downgraded my pro 200 plan to 100 and i had 65% usage left the day before the downgrade. i didn't use it at all that day and it went to 0% the next day. they're milking us” [source](https://www.reddit.com/r/codex/comments/1x5mvmg/one_small_thing_open_ai_does_silently_that_is/pgteogp/)
- OpenAI Codex, 2026-10-14, r/codex (Reddit): “and it is infuriating because here i am on the other side of this: i had 50% weekly left, downgraded to $20. the weekly dropped to 0% and my next reset is in 6 days.” [source](https://www.reddit.com/r/codex/comments/1x5mvmg/one_small_thing_open_ai_does_silently_that_is/pgom8o7/)

#### Limit window and reset rules changed

- Cursor, 2026-10-15, r/cursor (Reddit): “i used cursor for the single main reason of not having weekly limit and allow me to work in sprints throughout the month dipping from only the monthly quota. that key differentiator is gone and i'm gone too.” [source](https://www.reddit.com/r/cursor/comments/1x6w1ub/anyone_on_the_new_plans_how_has_it_been/ph0144h/)

#### Organisation plans moved to metered billing

- Claude Code, 2026-10-06, r/ClaudeCode (Reddit): “was $600 per day but they freaked out as people were using ipus to send a slack message haha. now we are capped to $50 a day” [source](https://www.reddit.com/r/ClaudeCode/comments/1wz3e35/do_you_guys_work_for_companies_that_pay_for_your/pe9t3lv/)

#### Other

- Cursor, 2026-10-18, @cursor_ai (X): “@cursor_ai @spacex the combined unified account resulted in me burning through my grok bit credits in a day. before i had separate usage for cloud cursor agents and was able to get a lot more bang for the buck having grok bot run cloud cursor agents. that pattern no longer works” [source](https://twitter.com/1692888440411418624/status/2111798909714546920)

- OpenAI Codex, 2026-10-16, r/codex (Reddit): “the fix shouldnt have been so abrupt. i had 70% before the fix, thinking i got plenty of work to do today and i honestly have been a little reckless with prompting cuz i thought i got a lot left. now i regret it. i have some work to deliver tomorrow that i just cant get done now.” [source](https://www.reddit.com/r/codex/comments/1x7npry/did_anyone_get_20_back_from_used_weekly_limit_on/ph6qht8/)

## Top requests

What users ask to add or change, most asked first. 1130 user-weeks ask for something. Requests do not change the Feedback Score. Rule: A separate pass by a large language model reads every counted post and extracts what the user asks the agent or its vendor to add or change, with the criteria it maps to and a short normalised wording; it does not touch the labels or the Feedback Score. A large language model groups the wordings within each criterion (the first criterion the request maps to) into themes, and a second pass merges themes that ask for the same change under different criteria; a merged theme sits under the criterion most of its requests map to, and code counts it once. A theme counts distinct user-weeks that ask for it, per agent; across agents, one user-week per agent. Themes asked in fewer than 2 user-weeks, and requests that share no theme, are not shown. Examples: up to 3 posts per theme from different users, without slurs: whole posts of 60 to 450 characters with at least 8 words beyond handles and links, posts of at most 280 characters first, then the newest.

### 1. Restore previous usage limits

- Google Antigravity, 2026-10-17, @antigravity (X): “@googledevs @antigravity gemini 4 argon having from yesterday but do something with limits, it's worst experience ever...” [source](https://twitter.com/91195230/status/2111310525304799736)
- OpenCode, 2026-10-14, r/opencode (Reddit): “it would have been better to just stick to the previous usage levels and speeds. now, usage has increased, yet the speed has slowed down.” [source](https://www.reddit.com/r/opencode/comments/1x3xee1/slow_deepseek/pgmbwqu/)
- Google Antigravity, 2026-10-13, r/google_antigravity (Reddit): “if that's the usage on ultra sub, pro plan gonna be peanuts. they really need to fix the usage , its been dropping every week slowly for the flash models and if its the case with pro model as well. the whole aint no worth for any models” [source](https://www.reddit.com/r/google_antigravity/comments/1x50qs2/what_the_hell_is_this_usage/pgiaj5a/)

### 2. Stop reducing usage allowances

- Claude Code, 2026-10-17, @ClaudeDevs (X): “@claudedevs please keep your quality usage and everything as it is. dont nerf the usage” [source](https://twitter.com/1866358231943004160/status/2111293687431057896)
- Factory, 2026-10-13, @FactoryAI (X): “"to make room for more grok usage, third-party models in cursor move to api pricing" @factoryai switching to max - please don't nerf usage. 🙏 [link]” [source](https://twitter.com/1490404390733324294/status/2109801813557788948)
- OpenAI Codex, 2026-10-11, r/codex (Reddit): “dots needed a rugpull, people were abusing it to hell for free coding capacity. sure, more capacity is good, but they should give that by fixing the usage limits.” [source](https://www.reddit.com/r/codex/comments/1x3mtiw/dot_is_already_rug_pulled/pfcjc3r/)

### 3. Predictable stable usage limits

- OpenAI Codex, 2026-10-11, r/codex (Reddit): “they'll say that people went with 5 hour limit, 2x usage, then nerf the usage to the ground in the next few weeks so you'll end up with 5 hour limits again and the previous usage.” [source](https://www.reddit.com/r/codex/comments/1x303a0/what_are_they_planning_for_us/pf8cjy5/)
- OpenAI Codex, 2026-10-11, r/codex (Reddit): “sigh... because of this shit i moved to claude last night. x2 of what tibo you change it every single day. its just a ploy to get the 5h back and in a month the 2x is going to be the same as now but with 5h in.” [source](https://www.reddit.com/r/codex/comments/1x303a0/what_are_they_planning_for_us/pf6zbss/)
- Claude Code, 2026-10-11, r/ClaudeCode (Reddit): “i’m working on a physics engine, same tasks, same pace. last week, the $100 subscription covered almost the full five days of the weekly limit. but after the limit reset, it lasted literally just a day and a half even though i actually reduced the effort level” [source](https://www.reddit.com/r/ClaudeCode/comments/1x2xak4/very_fast_drain_of_usage_compared_to_last_weeks/pf6e6cd/)

### 4. Advance notice before plan or limit changes

- Cursor, 2026-10-09, r/cursor (Reddit): “to not change user plans without noticing them maybe? like: hey, dumbass, from next month we will cut your usage to 25%.” [source](https://www.reddit.com/r/cursor/comments/1x1dn3f/cursor_team_telling_me_to_fck_off/pewm1qx/)
- OpenAI Codex, 2026-10-08, r/codex (Reddit): “guess no one should keeping tab with what he will tweet. and tbh his tweet is not official. if you want to make it official, then put a notification on each user's codex app” [source](https://www.reddit.com/r/codex/comments/1x01ab2/if_youre_having_trouble_understanding_the/pem63tb/)

### 5. Bring back 20x plan tier

- Factory, 2026-10-12, @droid (X): “@droid unless i can get a $200 subscription plan, i will keep using cursor+devin+agy hahaha” [source](https://twitter.com/1274899473244684293/status/2109629403420578286)
- OpenAI Codex, 2026-10-04, r/codex (Reddit): “exactly. if they have compute to do multiple resets a week, then they had compute to support the $200 20x plan, and cutting it was just greed.” [source](https://www.reddit.com/r/codex/comments/1wxs8hs/wrong_hill_to_die_on_tbh/pdwem5p/)
- Factory, 2026-10-01, @droid (X): “@droid i need 200 dolar plan for test models and good feedback 😁🤫🤣” [source](https://twitter.com/1896160400716267520/status/2105533173329281419)

### 6. Clear explanation of usage and plan changes

- OpenAI Codex, 2026-10-16, r/codex (Reddit): “$200 plan here (i guess the soon-not-to-be-20x plan, although it feels like that ship has sailed). it’s very noticeable. i didn’t measure the difference, but it’s clear enough to not need measurement imo. i just wish we had more transparency about it.” [source](https://www.reddit.com/r/codex/comments/1x7sl7z/codex_usage_since_last_reset/ph73666/)
- OpenAI Codex, 2026-10-11, r/codex (Reddit): “yeah, especially the transparency about what exactly you get for your money or the transparency when usage is suddenly reduced and let's not forget the transparency about what kind of quantization we are getting” [source](https://www.reddit.com/r/codex/comments/1x2v0gn/nova_also_interesting_numerical_patterns_in_the/pfat92p/)
- OpenAI Codex, 2026-10-11, r/codex (Reddit): “yeah i don't belieeve the "x2" at all. they lie all the time. they halve our usage. they just want this as an excuse to bring even more friction to our usage.” [source](https://www.reddit.com/r/codex/comments/1x303a0/what_are_they_planning_for_us/pf7ecw0/)

### 7. Separate chat and coding usage pools

- Google Antigravity, 2026-10-16, r/google_antigravity (Reddit): “this is what i said they should have done from the beginning. argon have its own limits but not be unified and lock you out of everything else when you hit your limit.” [source](https://www.reddit.com/r/google_antigravity/comments/1x70nez/gemini_4_argon_for_pro_users_has_a_different/ph1q154/)

### 8. Lower token usage pricing

- Devin, 2026-10-17, @cognition (X): “@scarletkc @cognition i hope to lower the price of the a/model.” [source](https://twitter.com/1857173285617999872/status/2111446287170056599)

### 9. Restore top-tier 20x plan allowance

- OpenAI Codex, 2026-10-17, r/codex (Reddit): “easy fix for them would be to reinstate 20x for pro 200 users, and make it 50x for pro 500. but they won’t. they’ll just keep rolling out other useless fluff features nobody wants while claude doubles down on coding and usage.” [source](https://www.reddit.com/r/codex/comments/1x894qw/has_openai_lost/phbi6be/)
- OpenAI Codex, 2026-10-12, r/codex (Reddit): “instead of the dot, they should have left the 20x as is if they don’t have enough compute.” [source](https://www.reddit.com/r/codex/comments/1x3vnee/the_200_pro_plan_destruction_is_a_slap_int_he/pfi5ib1/)
- OpenAI Codex, 2026-10-11, r/codex (Reddit): “i canceled my grandfathered account and went to claude over this. if they bring back the 20x with 5hr limits i can live with that as long as it's minimum 10% per 5 hrs, cut in half no.” [source](https://www.reddit.com/r/codex/comments/1x3m4qc/even_if_they_did_double_their_limits_those_would/pfcccva/)

### 10. Make temporary usage bonuses permanent

### 11. Separate usage pools per tool or model

- OpenAI Codex, 2026-10-01, r/codex (Reddit): “can we use dot to code without consuming weekly usage limit? otherwise why should we care about dot being unlimited or consider unlimited dot to be a compensation for nerfed usage? or is openai now turning the focus away from developers?” [source](https://www.reddit.com/r/codex/comments/1wv3dvu/october_1_2026_the_day_that_spontaneous_resets/pd8m0bn/)
- OpenAI Codex, 2026-09-30, r/codex (Reddit): “they explicitly said usage with dot will essentially "double your subscription", so i don't think it should be counting against usage asking dot to do something.” [source](https://www.reddit.com/r/codex/comments/1wuh5pn/dot_seems_to_be_using_quota/pd36905/)

### 12. Remove model-specific 50% usage cap

- Claude Code, 2026-09-18, r/ClaudeCode (Reddit): “is that anthropics answer to gpt 6? maybe they can start by stopping with limiting fable!” [source](https://www.reddit.com/r/ClaudeCode/comments/1wjpk51/opus_52_rumored_to_be_coming_today/pakpmbx/)

## Posts

Receipts rule: Up to 5 praise and 5 complaint posts per area and 3 per criterion. Each is a whole post of 60 to 450 characters (700 for areas) with at least 8 words beyond handles and links, that judges the criterion, whose labels are all praise or all complaint, and that contains no slur. Posts that touch the fewest criteria come first, then posts of at most 280 characters, then the newest. A second large language model reads the first 3 candidates per slot and keeps a post only if it clearly praises, or clearly complains about, the agent on that criterion. Links and personal details removed by the source show as marks such as [link].
