# Pay-as-you-go overage, fallback billing and spend caps (`billing.overage_charges`)

Feedback Bench, coding agents, built 2026-10-19, window 2026-08-31 to 2026-10-18. Web page: https://feedbackbench.com/coding-agents/#/criterion/billing.overage_charges

Area: [Paying and limits](https://feedbackbench.com/coding-agents/criteria/paying.md)

**Definition.** Usage spills from the plan into metered, on-demand or API billing, and whether spend caps and alerts work. Covers overage turning on silently and credit top-ups.

**Boundary.** Not this: see [Wrong charges, failed payments and plan provisioning](https://feedbackbench.com/coding-agents/criteria/account.billing_errors.md) for wrong charges on the subscription itself. Not this: see [Automatic model routing and fallback](https://feedbackbench.com/coding-agents/criteria/models.routing_auto.md) when the cause is auto-selection of a pricier model.

Rated user-weeks, all agents: 574. Complaint share: 94%.

## The brief

Written by large language models from this page's numbers and the posts it quotes, then checked: every number in the text is in the build. Interpretation, not measurement.

OpenAI Codex and OpenCode rank highest here. Their users describe extra credits as a buffer they buy when they need it, one that lasts and costs less than a bigger plan. Few users rate this, but those who do mostly complain: 93.9% of rated user-weeks are complaints, the 8th highest share of 63 criteria. Cursor ranks low. Its users say on-demand charges start without warning and keep going past limits they set. Cursor users rate this 5.91 times as often as other users and write 31% of the category's complaints here.

### What separates the best from the rest

Users of OpenAI Codex and OpenCode describe credits they chose to buy, and they say the credits last. A top-up finishes a task before the reset, and some users rarely need one at all. Cursor users describe money leaving without their say. They report charges after setting additional usage to $0, a reserve spent with no notice and a spending limit billed in full. Cursor has 3 praise to 169 complaints here.

 - OpenAI Codex, 2026-09-06, r/codex (Reddit): “buy credits. they're pretty good for finishing off a task, and buying the odd refill if i have a lot to do in one session and need work done before the reset. still costs a lot less than pro at the end of the month” [source](https://www.reddit.com/r/codex/comments/1w7ylpn/why_is_everyone_so_angry_with_plus_users/p83dwyj/)
 - OpenCode, 2026-09-13, @opencode (X): “@t64_bv @selzer25 @notch @opencode the frontier kimi & glm models are quite expensive, but deepseek and the flash variants are extremely cheap. i use the v4 pro with opencode go on a daily basis and rarely have to do extra credit top ups.” [source](https://twitter.com/2055572979019292672/status/2099150177198117126)

 - Cursor, 2026-10-18, @cursor_ai (X): “i am getting more and more annoyed with the whole unified @subscriptions of @cursor_ai @bot grok and x... i have my monthly additional usage set to $0, yet cursor keeps charging it. i had like $6 left of my $15 credits and set cursor to `auto` to do some work. ## How it breaks

Rule: A separate pass sorts complaints into failure modes. For each criterion with at least 30 complaining user-weeks, a large language model reads 150 complaint posts drawn at random and names 4 to 8 failure modes; a second large language model then puts every complaint post on that criterion in one mode, or in Other when it fits none. Modes are fixed once named, and new posts are sorted into them each week. A mode counts distinct user-weeks with a complaint in it, per agent; across agents, one user-week per agent. Modes do not change the labels or the Feedback Score. Examples: up to 3 posts per mode from different users, chosen and checked as receipts are.

The largest mode is overage credits that run out within minutes or a few prompts, at 30% of complaining user-weeks. Most of these complaints come from OpenAI Codex and Claude Code users, so the top-ranked agent has them too. Cursor accounts for 56% of complaints that spend caps are not enforced and 49% of complaints that overage was turned on without consent. Claude Code accounts for 74% of complaints about paying for refused or failed requests.

541 complaining user-weeks.

| Failure mode | User-weeks | Posts | Agents (user-weeks) | Definition |
|---|---|---|---|---|
| Overage credits burn implausibly fast | 165 | 172 | OpenAI Codex 62, Claude Code 57, Cursor 33, OpenCode 5, Devin 3, GitHub Copilot 2, Google Antigravity 1, Cline 1, Pi 1 | Top-ups or on-demand spend at API rates run out within minutes or a few prompts, so overage is much more expensive than the plan for the same work; it does not cover charges caused by misrouting or ignored caps. |
| Paid pool drained while included allowance remains | 73 | 77 | Cursor 24, Claude Code 22, OpenAI Codex 16, OpenCode 5, Devin 3, GitHub Copilot 2, Factory 1 | Usage is billed to credits, API balance or on-demand while the user still has subscription quota (wrong routing, credits used before the plan, cloud agents or linked accounts billed separately); it does not cover correct billing after the included allowance is genuinely used up. |
| Overage or auto-reload enabled without consent | 57 | 62 | Cursor 28, Claude Code 11, OpenAI Codex 9, OpenCode 3, Amp 2, Devin 2, Kiro 1, Pi 1 | Metered on-demand billing, credit auto-purchase or post-cancellation extra-usage charges started by default or without the user knowingly opting in; it does not cover cases where the user enabled overage on purpose and then disputes the amount. |
| Unexplained overage charges with no usage breakdown | 50 | 53 | Cursor 21, Claude Code 13, OpenAI Codex 8, OpenCode 5, Kiro 3 | Bills show extra usage, model surcharges or on-demand amounts that the user cannot trace to any activity because usage details are missing, hidden or contradict what support says; it does not cover charges whose cause is visible but disputed. |
| Spend caps and overage toggles not enforced | 43 | 48 | Cursor 24, OpenAI Codex 7, Claude Code 6, Google Antigravity 2, GitHub Copilot 2, Kiro 1, OpenCode 1 | Users set a spend limit, turned overage off, or switched on a 'do not use credits' option, and were still charged more than that limit, or the setting turned itself back on; it does not cover charges where no cap or toggle had been set. |
| Runaway or background agents spend past limits | 29 | 31 | Cursor 11, OpenAI Codex 8, Claude Code 6, Amp 1, GitHub Copilot 1, Kiro 1, OpenCode 1 | Agents keep running into paid overage after the user asked them to stop, after the plan limit was reached, or while stuck in retry loops with no session, idle or daily hard stop; it does not cover charges for single requests the user chose to run. |
| Billed for refused or failed requests | 27 | 27 | Claude Code 20, OpenAI Codex 3, Cursor 3, OpenCode 1 | Users are charged metered usage for requests that a safeguard blocked, that errored or that produced no usable output, and refunds are refused; it does not cover complaints about output quality on requests that did finish. |
| Purchased or granted credits unusable or vanished | 26 | 29 | Cursor 7, OpenCode 7, OpenAI Codex 6, Claude Code 4, Amp 1, Cline 1 | Credits the user bought or was given cannot be used to keep working, or disappear during a quota glitch or lockout, and support will not restore them; it does not cover credits that were genuinely consumed by real work at the stated price. |
| Other | 82 | 83 | Cursor 25, Claude Code 19, OpenAI Codex 16, OpenCode 8, Google Antigravity 5, GitHub Copilot 4, Factory 3, Devin 1, Zed 1 | Complaints that fit none of the modes above. |

## Top requests

What users ask to add or change, most asked first. 130 user-weeks ask for something. Requests do not change the Feedback Score. Rule: A separate pass by a large language model reads every counted post and extracts what the user asks the agent or its vendor to add or change, with the criteria it maps to and a short normalised wording; it does not touch the labels or the Feedback Score. A large language model groups the wordings within each criterion (the first criterion the request maps to) into themes, and a second pass merges themes that ask for the same change under different criteria; a merged theme sits under the criterion most of its requests map to, and code counts it once. A theme counts distinct user-weeks that ask for it, per agent; across agents, one user-week per agent. Themes asked in fewer than 2 user-weeks, and requests that share no theme, are not shown. Examples: up to 3 posts per theme from different users, without slurs: whole posts of 60 to 450 characters with at least 8 words beyond handles and links, posts of at most 280 characters first, then the newest.

### 1. Enforced hard spend caps

[link]” [source](https://twitter.com/256855996/status/2111883891774824485)
- Claude Code, 2026-10-15, @ClaudeDevs (X): “@claudedevs the faster it gets, the more the "waiting time" disappears, and before i know it, the number of attempts and charges just increases. since i've also increased my wasteful attempts as it becomes easier to use, i want to set a budget limit before using the speed.” [source](https://twitter.com/2035368389024403456/status/2110855759215095988)
- Cursor, 2026-10-11, @cursor_ai (X): “@poteto @cursor_ai @grok @bot: told my grok bot fleet to stop using my cursor on-demand budget. it kept going ~18 more hrs, falling back to cursor whenever claude ran out. 26 launches + 10 cloud agents. agents need hard spend limits they can't route around.” [source](https://twitter.com/175055706/status/2109371414864077175)

### 2. No charge for blocked requests

- Claude Code, 2026-09-25, @ClaudeDevs (X): “@claudedevs could this really not be solved better by blocking ips?” [source](https://twitter.com/1455686932764119040/status/2103337400386888102)
- Claude Code, 2026-09-24, @ClaudeDevs (X): “@claudedevs if a safeguard blocks before a response, the product should show the category, billable unit, and appeal path in the same event. a <0.1% false-positive target matters only if users can inspect and reverse a mistaken charge quickly.” [source](https://twitter.com/2052583923918503944/status/2103265245175468181)
- Claude Code, 2026-09-24, @ClaudeDevs (X): “@claudedevs so this means we also can submit rebuttals so that when it isn't a valid case, we get credit back, right? right?” [source](https://twitter.com/73279428/status/2103262519137587312)

### 3. Option to block paid usage after quota

- Cursor, 2026-10-15, @cursor_ai (X): “tried to have my assistant open one tiny test pr, a single blank line in a readme, and got stopped with 'enable on-demand usage to continue.' paywalling the most basic workflow before i can even test it is a rough first impression. @cursor_ai, please let small test tasks through.” [source](https://twitter.com/2038143901404446720/status/2110802963287453827)
- GitHub Copilot, 2026-10-12, r/GithubCopilot (Reddit): “and yes, your company is handing out extra credits at the end of the month to use their unused pooled credits, that’s good on them. they need to introduce an enterprise max plan and also block purchases of credits.” [source](https://www.reddit.com/r/GithubCopilot/comments/1x44w5u/how_additional_budget_for_aic_appear_in_the_ui/pfgvjyv/)
- Cursor, 2026-10-12, @cursor_ai (X): “there is no option to disable on demand usuage. when i searched for support there was no support either @cursor_ai” [source](https://twitter.com/1286992446807617536/status/2109535920668188949)

### 4. Notice before overage charges

- Cursor, 2026-10-16, @cursor_ai (X): “@bot @cursor_ai never hit 100%, but it ate through the additional usage i had set aside without notifying my that it has started consuming it. [link]” [source](https://twitter.com/1038636559/status/2111243596187975938)
- Claude Code, 2026-09-25, @ClaudeDevs (X): “@claudedevs this will cause controversy: users have to pay even for failed requests, and the boundaries need to be explained very clearly, otherwise it can easily be seen as a penalty fee.” [source](https://twitter.com/2024314068967026688/status/2103344334775173266)
- Claude Code, 2026-09-25, @ClaudeDevs (X): “@claudedevs for these billable blocks, i'd want the charge shown beside the refusal, before any retry. 'try again' shouldn't be a surprise purchase.” [source](https://twitter.com/2102042968198963200/status/2103275618804609275)

### 5. Metered overage instead of hard usage cutoff

- Google Antigravity, 2026-10-14, r/google_antigravity (Reddit): “1. why 3.1 had deep think and argon has not 2. will u add deep think for argon 3. why no link here though 4. will u add toggle for spend usage in agy, alternatively to credits” [source](https://www.reddit.com/r/google_antigravity/comments/1x61dlq/we_are_going_to_be_going_live_on_the_antigravity/pgrerjn/)
- Google Antigravity, 2026-09-23, r/google_antigravity (Reddit): “yup, same here. there's no way to enable overages either if you have credits to use.” [source](https://www.reddit.com/r/google_antigravity/comments/1wjiv3g/did_google_just_restrict_access_to_settings_in/pbj4ykw/)
- Claude Code, 2026-09-22, r/ClaudeCode (Reddit): “good point. or they could just do what oai does and it works exactly as one would expect. at least in theory, i don't know if anyone has tested it out. it would cost anthropic more, but for the customer goodwill and potential conversion to api / enterprise it might be worth it.” [source](https://www.reddit.com/r/ClaudeCode/comments/1wn0xn9/max20x_is_now_just_15_times_better_than_max5x/pbc1w7m/)

### 6. Fix incorrect overage and top-up billing bugs

- Cursor, 2026-10-09, @cursor_ai (X): “@0x_kaize @cursor_ai couldn't handle two on-demand top-ups for @bot and canceled my account without even buying me a coffee. fix the cursor issue. then we can talk about this again! [link]” [source](https://twitter.com/18690523/status/2108544796834853190)
- Kiro, 2026-10-08, @kirodotdev (X): “hey @kirodotdev @awscloud, i'm using kiro through aws with 4 paid subscriptions ($180/month total) my aws usage has already reached $205.65 and keeps increasing as i use kiro, despite overages being disabled these charges are consuming my aws credits why am i being charged extra” [source](https://twitter.com/1743813577994080256/status/2108114855484154032)
- Cursor, 2026-09-10, @cursor_ai (X): “@versatile_ind @elonmusk @grok @bot ( changing the on-demand usage to higher spend doesn't reactivate or reset, so must be a bug on @cursor_ai s side worth fixing ;-)” [source](https://twitter.com/1704125562095308801/status/2098002762965328085)

### 7. Cheaper extra usage pricing

- Claude Code, 2026-10-09, r/ClaudeCode (Reddit): “real, higher the subscription, less it should be for extra usage. especially with evidence that the 5x and 20x is not actually 5x and 20x” [source](https://www.reddit.com/r/ClaudeCode/comments/1x16mub/reality/perk0d6/)
- Cursor, 2026-09-18, @cursor_ai (X): “i'm on cursor ultra ($200/mo) and hit 100% of my included usage with 9 days left in the cycle. now i'm on on-demand, where my usage costs roughly 1,700% more for equivalent usage. i burned $54+ in a day of heavy use. @cursor_ai — there has to be a better middle ground.” [source](https://twitter.com/1302686667199909890/status/2101009001399849069)
- Cursor, 2026-09-08, @cursor_ai (X): “@elonmusk @cursor_ai can we get a grok small model like sonnet/luna? want to continue using cursor for company work but the surcharge on 3rd party models is causing me to exceed company ai cost limits.” [source](https://twitter.com/716348168976379904/status/2097366523425751296)

### 8. Per-user and per-agent spend caps

- Cursor, 2026-10-13, @cursor_ai (X): “@cursor_ai one pool across cursor and grok bot is great until an overnight agent run eats the week's coding budget, so per-agent caps would make this an easy switch.” [source](https://twitter.com/16290673/status/2109841714953564369)
- Google Antigravity, 2026-09-07, @antigravity (X): “@googlecloudtech @antigravity pooled quotas across antigravity and other gemini enterprise tools will help a lot with finops. any timeline for per user spend caps?” [source](https://twitter.com/1862525487668436992/status/2097039002742219053)

### 9. Team-wide auto-reload toggle

- Cursor, 2026-09-20, r/codex (Reddit): “what you expected to happen when you clicked the auto reload? i agree that they could add an additional "turn on auto reload for all team members" and maybe an additinal link under it to check our credit pricing but as an enterprise user, nothing suprsising happened. by default, teams everywhere is api based, openai, claude, cursor and any other ai tool.” [source](https://www.reddit.com/r/codex/comments/1wleg93/i_just_experienced_openais_team_plan_money/paxw690/)

## Posts

Receipts rule: Up to 5 praise and 5 complaint posts per area and 3 per criterion. Each is a whole post of 60 to 450 characters (700 for areas) with at least 8 words beyond handles and links, that judges the criterion, whose labels are all praise or all complaint, and that contains no slur. Posts that touch the fewest criteria come first, then posts of at most 280 characters, then the newest. A second large language model reads the first 3 candidates per slot and keeps a post only if it clearly praises, or clearly complains about, the agent on that criterion. Links and personal details removed by the source show as marks such as [link].

### OpenCode

- Praise, 2026-09-13, @opencode (X): “@t64_bv @selzer25 @notch @opencode the frontier kimi & glm models are quite expensive, but deepseek and the flash variants are extremely cheap. i use the v4 pro with opencode go on a daily basis and rarely have to do extra credit top ups.” [source](https://twitter.com/2055572979019292672/status/2099150177198117126)

### Claude Code

- Praise, 2026-10-13, r/ClaudeCode (Reddit): “i use claude max 1x or 2x. sure, it's expensive, but no rogue process can ever charge you $[zip code] randomly.” [source](https://www.reddit.com/r/ClaudeCode/comments/1x4s8io/newbie_user_afraid_of_extra_charges/pgg6egw/)

### GitHub Copilot

- Praise, 2026-10-01, r/GithubCopilot (Reddit): “for personal usages, github copilot makes no sense at this point. however, for business/enterprises: github copilot/codex/claude all uses token based pricing. in github copilot, you can access gpt, claude, grok and other model in one place. that's why in my workplace i prefer github copilot. whenever credit runs out, we have options to refill.” [source](https://www.reddit.com/r/GithubCopilot/comments/1wut85y/why_use_github_copilot_after_the_nerf/pdau3xr/)
